Poetic Goozle

N. was very smart.  Miraculous even.
Oh, he even received the NPP.
Because he was involved in politics,
One year he actually received eight votes
Designating him as the Vice Presidential candidate.
Yet, these votes were from the Electoral College.
In the general election,
Sometimes thought of as the real election,
As that is when the 'people' vote,
Not a single person voted for him!
Imagine that!
Can you figure out how that might have happened?
Excusing the truly unpoetic nature of these lines,
Goozlers should be able to find an old poetic insult -
Upon N. it was hurled.
Yes, tell us who wrote the poem, who N. was, and what year the election was.

(Note: N. is the first letter of the individual's first name.  Yes, we are that cruel.)
